How to apply for an Overseas Employment Certificate (OEC)

Overseas employment certificate (OEC) is a clearance document that is needed by the UAEs to return abroad. The employee must renew their OEC while staying in the Philippines. Otherwise, you will have to update your membership status. Other than that, you will also have to attain the agency’s overseas Filipino worker information sheet.

You can receive OEC through the Philippine Overseas Labor Office (POLO).

Advantages of having OEC

An OEC helps an employee get exempted from paying any terminal Fee and travel tax at the airport. Apart from that, it also serves as a record for OFWs, verifying him/her as a legal overseas worker.

The procedure to apply for OEC in UAE

The documents required for application:

You must have the following documents before applying for OEC

• Round trip plane ticket 
• 1 original and 2 photocopies of passport.

There are some exceptions regarding required documents for Balik-Manggagawa, housemaids, and household workers. The following additional documents are required for that purpose.

• Original and two photocopies of residence visa
• Original and two photocopies of the immigration contract.
• Sponsor’s information sheet 
• Sponsor’s residence visa copy
• Two photocopies of the Sponsor’s passport 
• Sponsor’s affidavit of undertaking 

The fee structure to process the documents:

Apart from the documents mentioned above, you also need to arrange the following fee charges.

• OWWA membership- AED 92
• OEC- AED 10

Procedure 

After preparing all the documents mentioned above, you need to follow these steps.

Step1.

You need to have an account on the Balik-Manggagawa Online Processing System. If you do not have an account, then you will create an account on the system. Then you will log in to the portal for each new OEC permit. Employees are supposed to submit a fee to complete the process so that they can receive their OEC.

Step 2.

Now, you need to schedule an online appointment through the online portal Polo or Balik-Manggagawa Online Processing System. You are supposed to create an account before you log in.

Step 3

To schedule an appointment, select a date, time, and location. Attain the OEC BM online appointment form and then take 3 copies of the print. On the scheduled date, visit the POLO in Dubai and submit the application form, including other documents.

Pay the important dues and wait for your OEC.

If the applicant is registered before

Applicants are supposed to fill in the most updated OEC numbers. In case you are registered before, a message will be displayed saying as “record found” on entering the OEC number. Then, the following steps must be followed by the applicant.

• Update all the information.
• Select acquire OEC or exemption
• Input the date of departure from the Philippines.
• If an employee returns to the same employer or company, the applicant should receive a notice confirming that an OEC is not required.
• Print the exemption message and bring it while departing.

OEC is valid for a single exit from the Philippine.
